The Tollan (and all the more advanced aliens we meet) are interesting that way. If they were too friendly and helpful, they'd just kill the Goa'uld and we wouldn't have a story...so there's got to be that balance between blindly arrogant and justifiably arrogant, I guess (but arrogant either way!). I thought Travell was good at being neutral and principled, as her principles dictated--but certainly, the Tollan seemed to suffer the same flaw as so many other races, in that they, as you said, were unwilling or unable to bend enough to change along with the times. I think Jack would volunteer to give them that swift kick anytime :)
